The Free Economic Zone Dangara was established in 2011 in the territory of the Lokhur Jamoat of Dangara district in Tajikistan<\/a>. The purpose is to increase the export potential of the country and attract foreign and domestic investment. The zone also provides jobs for the local people. There are currently 26 tenants operating in the zone.<\/p>\n Tajikistan is exploring partnerships with Russia\u2019s Tatneft and Azerbaijan to advance its Dangara oil refinery project. At an investment forum in Dushanbe, Tajikistan\u2019s Minister of Industry and New Technologies, Sherali Kabir, emphasized the benefits of collaborating with Tatneft, particularly in expanding fuel and lubricant production. The partnership could also grant Tatneft access to Afghan and Pakistani markets, leveraging Tajikistan\u2019s logistical advantages, including seven bridges to Afghanistan and proximity to Pakistan\u2019s seaports. Although the Dangara refinery was completed in 2018 with a planned capacity of 1.2 million tons of oil annually, its commissioning has been delayed due to a shortage of raw materials.<\/p>\n In addition to Tatneft, Tajikistan has reached an agreement with Azerbaijan to move forward with the refinery\u2019s commissioning. During negotiations between Tajikistan\u2019s Minister of Economic Development and Trade, Zavqi Zavqizoda, and Azerbaijan\u2019s Minister of Economy, Mikayil Jabbarov, both sides also discussed broader economic cooperation. Key initiatives include joint projects in hydroelectric power, expanding Tajikistan\u2019s aluminum production, and developing agro-industrial clusters. The countries agreed on a trade framework for aluminum and related materials, with transportation discounts. Bilateral trade between Tajikistan and Azerbaijan increased by 1.5 times in 2023, reaching $6.2 million in 2022.<\/p>\n\n The inception of the free economic zone \u201cDangara\u201d was initiated through a governmental decree in Tajikistan.<\/p>\n \u00a0<\/p>\n This decree also designated 521.37 hectares of land in the Lokhur Jamoat area of Dangara district to be managed by the Administration of the FEZ \u201cDangara\u201d. Tajikistan has ratified crucial legal frameworks governing free economic zones, including the Law \u201cOn Free Economic Zones\u201d (No. 700, dated March 25, 2011), and the Regulation specific to Dangara FEZ (No. 1545, dated 01.20.2010). Construction and improvement of the territories of the FEZ and its surroundings.<\/p>\n Chapter 1, Article 1, paragraph 1 of the Law of the Republic of Tajikistan \u201cOn Free Economic Zones\u201d defines a free economic zone as a distinct part of Tajikistan\u2019s territory with clearly defined boundaries, offering favorable economic conditions and a special legal framework for business and investment activities.<\/p>\n The fifth paragraph outlines that the administration of a free economic zone is an official entity managing its operations.<\/p>\n Article 14, paragraph 1 specifies that the administration of a free economic zone carries out state administrative functions within the zone.<\/p>\n Paragraph 2, part 6 of the FEZ \u201cDangara\u201d Regulation notes that the zone follows Tajikistan\u2019s laws concerning free economic zones and adheres to other relevant legislation where specific rules are not provided.<\/p>\n According to the existing requirements, the development program of the Dangara FEZ for 2016-2020 has been developed, which was approved by the Council of Overseers of the Free Economic Zone of the Republic on February 11, 2017, which covers all aspects of the Dangara FEZ perspective goals.<\/p>\n \u2013 One of the important tasks of the Administration of the FEZ \u201cDangara\u201d is to attract foreign and domestic capital into the economy.
