The Free Economic Zone Dangara was established in 2011 in the territory of the Lokhur Jamoat of Dangara district in Tajikistan. The purpose is to increase the export potential of the country and attract foreign and domestic investment. The zone also provides jobs for the local people. There are currently 26 tenants operating in the zone.

    Free Economic Zone Dangara – a wide opportunity for entrepreneurs.

    The inception of the free economic zone “Dangara” was initiated through a governmental decree in Tajikistan.

     

    This decree also designated 521.37 hectares of land in the Lokhur Jamoat area of Dangara district to be managed by the Administration of the FEZ “Dangara”. Tajikistan has ratified crucial legal frameworks governing free economic zones, including the Law “On Free Economic Zones” (No. 700, dated March 25, 2011), and the Regulation specific to Dangara FEZ (No. 1545, dated 01.20.2010). Moreover, in 2010, Tajikistan became a signatory to the Kyoto Treaty (1973), which regulates activities in global free economic zones.

     

    The primary objective behind establishing the FEZ “Dangara” is outlined in Article 3 of Tajikistan’s Law “On Free Economic Zones” and detailed in the Regulations of the FEZ “Dangara,” paragraph 1, part 2.

Attracting foreign and domestic investment to the country’s economy

Chapter 1, Article 1, paragraph 1 of the Law of the Republic of Tajikistan “On Free Economic Zones” defines a free economic zone as a distinct part of Tajikistan’s territory with clearly defined boundaries, offering favorable economic conditions and a special legal framework for business and investment activities.

The fifth paragraph outlines that the administration of a free economic zone is an official entity managing its operations.

Article 14, paragraph 1 specifies that the administration of a free economic zone carries out state administrative functions within the zone.

Paragraph 2, part 6 of the FEZ “Dangara” Regulation notes that the zone follows Tajikistan’s laws concerning free economic zones and adheres to other relevant legislation where specific rules are not provided.

  • Processing of agricultural products, including cotton, cocoon, meat, fur, leather, dried fruits, and processing of other types of grain crops.
  • Manufacture of engineering, spare parts, instrument making;
  • Production of building materials and their processing.Production of materials for the chemical industry.
  • Processing of local raw materials, including processing of stone, other minerals (with the exception of gold).
  • Manufacture of medical and pharmaceutical products.
  • Production of electrical materials and energy-producing devices;
  • Processing and production of wooden materials;
  • Production of various beverages (with the exception of excisable beverages).

Requirements of the development program

According to the existing requirements, the development program of the Dangara FEZ for 2016-2020 has been developed, which was approved by the Council of Overseers of the Free Economic Zone of the Republic on February 11, 2017, which covers all aspects of the Dangara FEZ perspective goals.

– One of the important tasks of the Administration of the FEZ “Dangara” is to attract foreign and domestic capital into the economy. In this direction, the Administration of the FEZ “Dangara” carried out work properly in various ways, participating in conferences and symposia, numerous meetings with foreign investors, publishing propaganda materials and the media, etc. I was able to achieve success in 6 years.

Gayur Group – Tenant at FEZ Dangara

Dangara Refinery

Dangara Refinery, located in the Free Economic Zone “Dangara” in Tajikistan, spans 35 hectares. Its initial phase features an atmospheric and vacuum plant with a 500 thousand tons/year capacity, a bitumen oxidation plant with a 150 thousand tons/year capacity, a 3 km loading and unloading railway station, and an oil products unloading plant handling 1.2 million tons.

The refinery boasts top-quality machinery from leading Chinese manufacturers, meeting high production standards. PetroChina oversees construction to China Petroleum standards. This modern facility addresses Tajikistan’s energy security, closing the nation’s refining gap.
